Tools like nm-vpnc-service, nm-vpnc-service-vpnc-helper, and configuration files in /etc/NetworkManager/VPN are not installed. These tools are supposed to be built out of the vpn-daemons/ subdirectory of the source package of the network-manager source tarball. Note that this directory has its own set of configure script and Makefile.
