  After last upgrade systemd uses 100% CPU

Bug description:
  I'm not sure, but none of the already reported bugs seems to fit. At
  shutdown I get for a moment many messages concerning "automatic report
  enabled but not possible" (roughly) and after showing these the
  shutdown lasts about one Minute.
