This appears to be a race in debian/tests/run-image:

 dev=$(losetup -Pf --show "$IMAGE")
 mount "${dev}p1" mnt

It appears that loop0p1 is not ready before the mount command. I
reproduced the issue locally, and adding a 'sleep 1' between these lines
caused the test to pass.
