Thank you for your bug report, technically it's the same timezone, see

https://en.wikipedia.org/wiki/List_of_tz_database_time_zones where
America/Montreal is defined as an alias

that's not really a bug in tzdata and
./usr/share/zoneinfo/America/Montreal is available on disk so your
client software could display it if wanted

Bug description:
  It was olek @ UMC (https://ubuntu-mate.community/t/20-04-some-very-
  minor-annoyances-for-when-working-in-tty7/22142) whom suggested me to
  bug report this so why not ;)

  Why are the only 2 selectable cities from GMT-5 (Eastern) are: Toronto
  and NYC? There's also this other city called Montréal who hosts a
  whole bunch of different of people in between the two.

  Oh, and did you know that there was also a province and infrastructure
  surrounding this whole city? We better be start using it in 2020!
