Public bug reported:

background information:
1- I am running an Intel NUC 7i7BNB
2- I have it connected to my TV using HDMI for both video and audio
3- No other Bluetooth sound devices or any Bluetooth devices are paired
4- My TV is Samsung and is connected to Bose sound bar via an optical connection

issue:
after waking from sleep, ubuntu doesn't detect any audio device. Th problem
doesn't exist on boot, it only arises if the PC was sleeping / suspended. It
also happens most of the time but not all the time.
it does happen regardless of whether the TV was on or off when the PC was
waking up.
it also happens regardless of whether the soundbar connected to the TV was on
or off.

to fix it, I have to reboot. Logging out and back in doesn't fix it.

Thanks in advance for all of your hard work and for giving us such an
amazing free environment.
