It sounds like you might have a local config file specifying HDMI as your default sink. Try removing:
~/.config/pulse and then reboot. Separately, I notice your system seems to be some months out of date. Please update it by running: sudo apt update sudo apt full-upgrade and then reboot. With the pc turned off I removed the HDMI from the tv but ubuntu doesn't automatically set the exit sound to the default till in the settings there is only that option and till I selected it, ubuntu was still trying to reproduce the audio via HDMI... Also rebooting the system the problem persists. Also by reloading pulseaudio the problem persists.
