Cannot get Chinese string in the scope setting

Bug description:
I am trying to set some Chinese Strings in the scope. however, I
cannot get it but the default one. If I input an English string there
in the setting, I can always get it correctly.
My test code is at: bzr branch lp:~liu-xiao-
guo/debiantrial/settingscope
