Was this perhaps a temporary issue? I'm not able to recreate this right
now.

Bug description:
  following the directions about 1/5 down the page of
  https://wiki.ubuntu.com/ARM/RaspberryPi

  sudo add-apt-repository ppa:ubuntu-raspi2/ppa
  Cannot add PPA: 'ppa:~ubuntu-raspi2/ubuntu/ppa'.
  ERROR: '~ubuntu-raspi2' user or team does not exist.

  This seems like a failure to me.
