Title:
  systemd-container should include oci hooks

Status in systemd package in Ubuntu:
  Expired

Bug description:
there are two OCI hooks which should be included in the systemd-
container package, or in their own packages which are recommended by
systemd-container. they allow containers based on systemd as pid1 to
run correctly in unprivileged runtimes based on OCI, such as docker.
