For a long time we had v243 rc in proposed, however we have identified that it has too many regressions. And whilst regressions are getting fixed upstream, we decided to pull it and start doing slightly more incremental updates to systemd and jump to v243 final in stages.

Version 241 is the safest choice for Eoan (from v240, v241 and v242) since it is widely tested, while going forward 20.04 will most likely ship a systemd release which is not released yet, probably v244+. Updating to v241 will allow us to carry fewer patches in Eoan and makes moving to the next release easier.
