We run debootstrap on bionic/arm64 on a daily basis for building daily images without encountering this error. Please provide more detail on how you are invoking debootstrap and the output it produces.

Looking into the debootstrap logs, I get the error "eval: en: not found". I've searched Google for solutions but found nothing relevant.
