IMHO, the mouse wheel shouldn't apply to horizontal sliders at all. It's too unintuitive, contentious about what the correct direction is (for Natural Scrolling), and a needless attempt at helping the user to avoid clicking and dragging. Plus, obviously, it causes this bug.
