The intended behaviour is that users are redirected to the full page of T&Cs. A BACK button allows them to navigate to the previous page with the check boxes.

The sting "terms and conditions" is underlined and appears to be a link, but when you tap it, it takes you to the next screen rather than to something to let you read the terms and conditions. Tapping anywhere else on the line appears to select or deselect the checkbox, so I think the underlined text is intended to have some different behavior, but appears to have the wrong behavior right now.
