Part of Steve's point is that when login becomes available in -proposed for disco then util-linux will be migratable to the release pocket without any changes to the package itself. Subsequently, because no changes are required to the util-linux package there will not be a changelog entry in the package referencing this bug report so it wouldn't be closed automatically. Given that this situation will resolve itself in the archive automatically it makes sense to close the bug report rather than leave it open for somebody to clean up down the line.
