I no longer receive the "Network is unreachable" message from the command-line tool, so that part is fixed.
I was unable to test the complete workflow of reporting a bug because login.launchpad.net does not have AAAA records therefore the browser window that was opened died in its tracks. I realize that's yet another infrastructure bug.
