The problem seems to have disappeared with 7.3.0-2 that is now in the release pocket. It might have been fixed by "Fix check for rl_completion_matches in readline extension" that seems to exist in src:php7.3 7.3.0-2 but not (yet?) in Debian VCS, but I haven't verified this.
