No, I have never changed problem reporting from the default Automatic in the initial installation.
If I remember correctly, this all started when for some reason when I had a failed problem report upload notification on the screen and I acknowledged it. The very next reboot showed me the Failed to start Process Error reporting message in the boot screen and in the log.
