Public bug reported:

Was using apt upgrade to update multiple components (I believe around
650mb) and towards the end of the installation, it was doing the headers
when the error occurred. The system running is a live-boot USB with a
4gb persistence file for storage/updates. I'm thinking this might
inherently be the issue, since further errors occurred with fstab
telling me that it was unable to determine the root device. I've never
had any issues updating headers before, but I've also never tried to
perform a header update on a USB system, so I decided to report, just in
case there is a larger issue.
