Usually it's good enough to update the Ubuntu packaging with a new
upstream version.  In any case Debian and Ubuntu will always have a
delta because of the different JPEG version support (6 vs 8).

Bug description:
  The new version would be nice to get but it's not in Debian yet and it
  has quite some non trivial changes, it would require a ffe if we
  wanted to update this cycle. Tagging as blocked by ff for now
