Bug description:
  [Impact]
  In Bionic, libgpgme-pthread.so it is installed in 
/usr/lib/${DEB_HOST_MULTIARCH} instead of /usr/lib/x86_64-linux-gnu (the 
variable is not replaced)

  [Test case]
  Check that package installs to correct location

  [Regression potential]
  Packages looking for libgpgme-pthread find it now and might enable gpgme when 
they did not.
