In short: yes, but there is no urgency. I don't think a bug on perl in
ubuntu is needed to track this.

  search.cpan.org is being retired and will transparently redirect to
  the new https://metacpan.org/ replacement site.  Are there any plans
  to update the URLs like FreeBSD did?
