Title:
Perl won't install because it depends on the wrong perl-base

Status in perl package in Ubuntu:
  Invalid

Bug description:
Pretty clean Xenial install on a Docker environment. I try installing
apache2, which fails because it can't install perl. If I try to
  install perl:

  # apt-get install perl
  Reading package lists... Done
  Building dependency tree
  Reading state information... Done
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
