Well, if you are doing this in the command-line, then generally it would be seen as strange if something GUI wise popped up. And especially so would it be useless if you were in the console with no GUI or you were using apt as a dependency of another program. Then this popup might become quite a nuisance.

But when running this command in Terminal: sudo apt-get upgrade It is not clear whether or not the packages which you have upgraded require a restart of the computer once they have finished upgrading. So what would be really useful instead of having to go and look in your /var/run/ folder to check if /var/run/reboot-required exists, it would be really good if on completion of the command for it to somehow just tell you if a restart is required. Even if it just says either: RESTART REQUIRED = TRUE or RESTART REQUIRED = FALSE Depending on whether or not a restart is needed.
