Bug description:
  == Impact ==
  osd progress bars look poor with Ambiance or Radiance in Ubuntu 17.10.
  osd progress bars are used e.g. in epiphany web browser.

  == Test Case ==
  1. Open gnome control center
  2. Go to online accounts panel
  3. Add a google account
  4. Make sure the progress bar close to the title bar of the login dialog does 
not present borders and paddings.

  == Potential Regressions ==
  Please check thare are no regressions with osd toolbars. An example of 
application using osd toolbars is totem. Make sure the overlay with play/pause 
controls is not affected by the fix.

  == Original Bug Report ==
  osd progress bar, used e.g. the one used by epiphany-browser when loading 
pages, looks odd with Ambiance or Radiance.
