The patch was added in 2012 in reaction to
https://bugzilla.gnome.org/show_bug.cgi?id=671305 and it should probably
be removed indeed but softwares got fixed and there is no need for a
distro specific behaviour there, thanks for the report

  Ubuntu is shipping 074_eventbox_scroll_mask.patch, this patch is
  really strange, it adds a scroll mask on all eventbox breaking all
  applications using eventbox in scrolled windows.

  This patch is not in Debian and should be removed!
