Confirmed, but I think this was by design (chosen by upstream Gnome). We
have not yet changed it, or decided to change it.

Bug description:
  Some child windows do not have shadows.

  Test case:
  Open Thunderbird for the first time.
  A child window will appear to create a new account.
  It does not have shadows.

  Synaptic package manager also have the same issue.
