Krillin's Wi-Fi driver has a broken rfkill implementation. As such, urfkill has been updated to allow control over Wi-Fi power via libhybris. When this mechanism is used to disable Wi-Fi on krillin, the Wi-Fi driver is unloaded as a result, with the corresponding system/NM devices going away as well. This causes the Wi-Fi enable/disable toggle to disappear from the indicator menu, making it impossible to re-enable Wi-Fi.
