We don't even need the full new release of resolvconf, we just need the documented bug (https://bugzilla.redhat.com/show_bug.cgi?id=1373485) patched. This was covered in detail in https://bugs.launchpad.net/ubuntu/+source /network-manager/+bug/1672491 and while it won't fix some of my use cases, it will at least get a large number of the VPN users working again.
