These files are automatically generated (during a build from git) from the mirror infos, Launchpad for Ubuntu, and Mirrors.masterlist for Debian. The last update to the package was on Jan 22. Changes after that are thus not available yet.

Checking the Debian.mirrors in /usr/share/python-apt/templates ftp:// also appears there, and it should be removed. Only the http:// version should be there. For the Ubuntu.mirrors it is ok.
