I agree in general. However from a practical point of view we don't have the resources to keep yakkety up to date with the latest development, and it's also an inappropriate thing to do for a stable release anyway.
Unity8 was still too feature-incomplete in yakkety so it's unrealistic to expect all future development to get backported to it. Even bug fixes.
