I'm still seeing this on Ubuntu 16.04 connecting to Amazon RDS as well. Apache service reloads had temporarily resolved it, but I got a huge rash of these again across all of my servers during the Unattended installs again last night.

Installing -0ubuntu6.9 resolved the issue. Reinstalling -ubuntu6.10 broke the system again. I note that -ubuntu6.10 was recently added to the archive. I am currently unable to install Ubuntu 14.04.5.
