We first need to check that the menu window is being managed by Unity8
at all and not composited internally to the app. It's hard to tell right
now due to bug 1671449.

you can open context menus outside the screen view (see screenshot)
try with whatever app, kate.
right click close to the right edge of the screen, the context menu
opens outside your view. in unity7 it doesn't matter where you right
click it will always open on screen
