OSK doesn't work in unity8-greeter

Bug description:
With silo https://bileto.ubuntu.com/#/ticket/2481 we get a better OSK
experience on desktops.
Unfortunately with unity8-greeter maliit isn't started in the
lightdm/greeter session, nor can I see the keyboard switch or button
in the input field.
