We want to add the mediascanner scope into the default unity8
experience.  Especially since we're removing the click scope (in favor
of the app drawer in the launcher).  So by default, the scopes window is
just blank (bug 1668700).  :(

mediascanner2 and its dependencies will need a MIR.  I'll look into
doing that (done -- bug 1669546).  (The scope itself already has passed
MIR review: bug 1218409)
