[unity8] Always on Top, Move and Resize doesn't work
open solitaire, right click on the title bar (see attachement) and then
select Always on Top. the app doesn't stay on top. same with Move and
Resize, does nothing

[unity8] Always on Top, Move and Resize doesn't work
