I forgot about this bug, but I later realised that the problem was due to my 
installation of the OS from a daily cd version of the ISO file from 
http://cdimage.ubuntu.com/xubuntu/xenial/daily-live/pending/xenial-desktop-amd64.iso.zsync
 rather than the normal download site. I did not realise that the version from 
there has proposed repos enabled
Apologies for not reporting this find before, but at least I now know what was 
the cause.

  Hi!!

  Accidentally I've enabled proposed updates in development section but
  now I can't disable it. I've rebooted the laptop but the issue isn't
