  Inside a snap, pulseaudio fails to re-exec itself

Bug description:
  The pulseaudio daemon tries to re-exec itself and fails because its
  path isn't where it expects.

  If we set LD_BIND_NOW=1 for the daemon in the pulseaudio upstart job
  that ubuntu-touch-session installs, it should avoid that problem.
