ubuntu-bug is not a package, its a executable provided by apport try
ubuntu-bug $(which ubuntu-bug)

That could very well be true if you installed it from a PPA or other
location.

The other button should be removed then as it isn't helpful.

  Apport does not work for me at all (Ubuntu 16.04 LTS). Examples:

  ubuntu-bug ubuntu-bug: complains that package is not installed (ironic...)
  ubuntu-bug evince: complains that package is not official 
  ubuntu-bug: when you press "other" it complains that you did not choose a 
package

  and so on. The following message appears in the stdout:

  /usr/share/apport/apport-gtk:16: PyGIWarning: Wnck was imported without 
specifying a version first. Use gi.require_version('Wnck', '3.0') before import 
to ensure that the right version gets loaded.
    from gi.repository import GLib, Wnck, GdkX11, Gdk
  Gtk-Message: GtkDialog mapped without a transient parent. This is discouraged.
