Public bug reported:

setvtrgb.service installed by console-setup-linux is failing when being 
attempted in a container, which leaves the system in degraded state (nothing 
fatal but avoidable).
The problem was fixed in Yakkety by setting specific start conditions. Can we 
SRU that change back into Xenial?
