This bug still very much exists for me (E4.5, OTA 13) - with the added problem that I don't even get a vibration alert or the flashing green LED to let me know that an SMS has been received.
The phone remains totally silent until I press a button to unlock it, at which point it vibrates, plays the sound alert and the green LED starts flashing.
