@monte, I get the impression that you may suffer from more than one bug. I have none of the symptoms you describe. I believe that this bug report must remain focused on the resume issue. Any other issue should be in another bug report (maybe already existing?).
In a sideline, sometimes I feel that the wifi scanning stopped or the pause between scans are too long; takes forever for wifi hotspots to show up.
