I was able to reproduce this on a new install on my Nexus 7 (rc-proposed bq en) Specifically, when opening Ubuntu Silo Installer the first time. Subsequent opening does not reproduce the issue. But it could also be that the very first app you open will always have this issue. However, I cannot confirm yet now.
