browser tool bar doesn't come back after scrolling down a webpage

Bug description:
Occasionally, the tool bar (where I enter in the website address
etc..) won't come back after I scroll down far enough on a webpage for
it to "fall" off the screen. I have to shut the browser app down, and
bring it back to see the tool bar again.
