Bug description:
  Distributor ID: Ubuntu
  Description: Ubuntu 16.04 LTS
  Release: 16.04
  Codename: xenial

Since Ubuntu 16.04, the disabled buttons in Eclipse toolbars look like they
are still enabled. See attached screenshots.
This is very easy to reproduce:
  1. Download a recent Eclipse
(https://www.eclipse.org/downloads/download.php?file=/eclipse/downloads/drops4/R-4.5.2-201602121500/eclipse-SDK-4.5.2-linux-gtk-x86_64.tar.gz)
  2. Extract and execute the "eclipse" executable
  3. In the toolbar, several icons look enabled even though they are not. For
example the Save icon (Floppy).
