Hello Alain, or anyone else affected, Accepted ntp into xenial-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/ntp/1:4.2.8p4+dfsg- 3ubuntu5.2 in a few hours, and then in the -proposed repository.
