  The download manager assumes that all servers support the range header

Status in ubuntu-download-manager package in Ubuntu:

Bug description:
  The udm assumes that all servers support the range header and does not
  check if the server returns a 206 as the Http 1.1 spec states (206
  Partial Content -
  http://www.w3.org/Protocols/rfc2616/rfc2616-sec10.html#sec10.2.7). If
  the server does not support the range header udm should start the
  download from the start without corrupting the local file.
