OK found the issue:

'appid://com.ubuntu.camera/camera/current-user-
version':GDBus.Error:com.canonical.URLDispatcher.BadURL: URL
'appid://com.ubuntu.camera/camera/current-user-version' is not
handleable by the URL Dispatcher

This is because gallery tries to launch a click version of the camera
app, and that's not available (because it's installed via debs).

Bug description:
  Running unity8 session on 16.04

  steps:
  1.Launch gallery app
  2.Tap "Camera" icon on the top right corner

  Expected:
  Be able to launch camera

  Actual:
  Nothing happens, but I'm able to launch camera from dash
