The Ubuntu GNOME 16.04 images doesn't include fcitx. The only thing bringing Qt in was that evolution-data-server-online-accounts recommended signon-plugin-password. That's fixed for yakkety:

To get qt off though, I made these changes - thunderbird locales (not related to Qt) - fcitx-frontend-qt4 - fcitx-frontend-qt5 - fcitx-ui-qimpanel - fcitx-mozc + !fcitx-frontend-all (blacklisted so we get the alternate recommends instead) I could have kept fcitz-mozc and just blacklisted its gui config tool (which is written in Qt) but I guess Japanese typists can either use ibus or install fcitx-mozc themselves if they want it.
