Yes Sam, that's correct: accounts providers are visible only if there is
at least one installed application which can use such accounts. Since at
the moment there isn't such an app, the account won't be visible.

If you install this test application, then the owncloud account will
appear: http://www.mardy.it/archivos/owncloud-
bookmarks.mardy_0.1_armhf.click
