i-network shows the flightmode icon as soon as URfkill sends the
FlightModeChanged signal.

The cellular network bars are cleared when ofono signals that the corresponding 
modem has "Online" property changed to FALSE. From the description it sounds 
like URfkill is signaling FlightModeChanged before ofono sends out the 
appropriate "Online"
change signal.
